Background: Negro and Puerto Rican youths rioted in the ghetto area of Hartford, Connecticut, Tuesday night (September 18th) for the second successive night of facial violence. Helmeted police used tear gas to disperse the unruly crowds in the 10 block ghatto areas finally charging into a band of youths shielded behind barricades from which they were pelting police and passersbys with bottles and rocks. Many of the youths were 14 and 15 years olds. Forty one Negroes and Puerto Ricans were arrested. Two were charged with inciting to riots. Both are 30 years old. George Foster Bay is a member of the Consume. Protection Division of Hartford's Community Renewal team, a project supported by federal funds. Fourteen policemen were injured. City officials are at a loss to explain the cause of the rioting. Mayor George Kinsella says only that it was the work of a small minority in the Negro community. After a machine with city officials Mayor Kinsella appealed to parents to join in observing a voluntary curfew by keeping their children off the streets of Hartford Wednesday night. Units of the National Guard and Connecticut State police have been alerted to standby.
