Background: The Chinese Foreign Minister, Huang, has expressed reservations about a British proposal to make Afghanistan a neutral and non-aligned state. The Malaysian Foreign Ministry said Mr. Huang raised these doubts during his talks with Malaysian Foreign Minister Tangku Ahmad Rithauddeen in Kuala Lumpur.

SYNOPSIS: Mr. Huang arrived in the Malaysian capital on Friday (14 March) from the Philippines on his tour of three countries in the non-communist Association of Southeast Asian Nations (ASEAN). In Manila, Mr. Huang aroused strong controversy by launching an attack on the Soviet Union.

He told newsmen that his country considered Soviet actions in Asia were proving a real threat to the region. The Malaysian ministry said Mr. Huang stressed that China wanted Moscow to pull her forces out of Afghanistan unconditionally before any proposal to neutralise Afghanistan could be implemented. The British proposal is backed by Washington and Common Market countries.

During his visit, the Chinese leader called on malaysian Prime Minister Datuk-Hussein Onn, who was expected to outline in detail the reasons for Malaysia's neutral stand on the Afghanistan and Kampuchean issues.

The Malaysian Foreign Minister took part in the talks at the Prime Minister's residence. Mr. Rithauddeen is the Standing Committee chairman of ASEAN, and the organisation says it's determined to give what help it can towards resolving the Afghanistan and Kampuchean problems. ASEAN leaders have said that the two areas are interlinked in what they call the Soviet Union's global strategy.

The visitor and Mr. Datuk-Hussein also discussed bilateral trade and other economic matters. These talks with Mr. Huang followed a meeting between representatives of ASEAN and the European Economic Community earlier this month on trade and major political issues in the region. The Chinese Foreign Minister was scheduled to visit Singapore and Hong Kong before returning to Peking.
