    Background: Dutch Prime Minister, Professor Jan de Quay, the Catholic party leader, and his Cabinet offered their resignation Dec 23 to Queen Juliana of the Netherlands but, at her request, agreed to continue in office as a caretaker Government for the time being.

    The Prime Minister and his colleagues in Holland's Coalition Government decided to offer their resignation after defeat in Parliament over their housing policy.

    After a Cabinet meeting at the Hague, the Prime Minister and colleagues drive to Soestdijk Palace, near Hilversum, to submit their resignation to Queen Juliana. Later, the Queen, according to Dutch constitutional procedure called parliamentary leaders to the Palace to seek a way out of the crisis - over Socialist Opposition demands to build 5,000 houses more than the Government's proposal of 80,000 next year. Housing is an important political issue in Holland with the need for new houses rising following the return in recent years of thousands of Dutch people from Indonesia.
