Municipal workers, discontent over the State governments' delay in approving a pension plan for 120,000 workers, blocked highways with trucks on deflated tyres and left open and unattended 28 of the 29 bridged leading into the city.
Angry morning rush-hour commuters, with no place to turn, sweltered in their cars as temperatures outside rose to 92-degree(f). Police emergency units sorted out the morning jam and instructed drivers on alternative routes.
Many drivers, girding for the worst, drove their cars home and relied on alternate means of transportation to reach their jobs.
