    Background: The United Nations main Political Committee debate on the Korean question moved into its final phase on Monday (27 October)...with little chance of a compromise to avoid a showdown vote on rival resolutions directed towards changing arrangements for the United Nations peacekeeping presence in South Korea.

    North Korea and its supporters in the General Assembly are calling for the withdrawal of all foreign troops in South korea under U.N. command.

    South Korea, with string United States backing, is countering with a call for a conditional dissolution of the command...and the establishment of the substitute peacekeeping arrangements, as recognised in the armistice agreement of 1953.

    South Korean ambassador, Tong Jin Park told the 142-nation Political Committee on Monday that his government was prepared to seek new arrangements "through negotiations by all the parties directly concerned".One of the major stumbling blocks facing South Korean supporters at the U.N. is North Korea's apparent refusal to recognise South Korea as a direct negotiating force.

    United states Ambassador Daniel Moynihan has already told the committee that United States troops which comprise the majority of the U.N. command in the South will remain in South Korea as long as their presence is desired.

    On Friday (24 October) South Korea's President Park Chung-hee warned there could be no solution to the Korean problem without his country's agreement.
