Denying reports that France was seeking political negotiations with the Algerians, Debre said that de Gaulle's offer of safe conduct for the Algerian rebels to come to Paris to discuss a cease-fire "is always open" - (the reports gained strength by the presence in Paris of Signor Fanfani - editors please see Visnews 0340/59).
Earlier a message from de Gaulle was read to the Assembly in which he said the need was for France to put her affairs in order. He warned that Parliament must not succumb to the downfall of the rivalries which helped cause the downfall of the Fourth Republic last year. the President gave this advice to the newly elected Deputies "Deliberate with dignity, formulate good laws, express yourselves clearly".
