Background: Mr. Kuznetsov, USSR Ambassador to UN New York, demanded that Secretary-General Dag Hammarskjold 'take decisive measures not stopping from the use of all necessary means of enforcement' to force withdrawal of Belgian troops from the Congo Republic and maintain' territorial integrity and political independence' of the Central Government of Patrice Lumumba, Aug 8.
The Russian delegate was speaking at the recommencement of the Security Council meeting after Dag Hammarskjold had made his report and recommendations to the Council.
His remarks in the UN during the all-night session, Aug 8-9, were that it would not help the Congolese people to solve their problems should 'Africans kill Africans or Congolese kill Congolese.'
The Russian demand was later modified and drafted as an amendment to the Ceylon-Tunisia resolution, but the Council did not act upon it. The successful Ceylon-Tunisia resolution asked that the Belgian troops be withdrawal immediately and asserted that UN troops would take no part in the domestic problems and quarrels of the Congolese people.
