SCALI, PRESIDENT OF SECURITY COUNCIL: Those in favour...Those against... Those abstaining...The result of the voting is as follows: in favour, 15...Accordingly, the draft resolution is adopted.
GHORRA, LEBANON: Why does Mr. Tekoah want us, because until a fe years ago there has been no activity of any kind of the Palestinian people. But he wants them to remain indefinitely in camps, living on the goals handed out to them by the United Nations. Peace could be served by Israel. If and when Israel decides that justice should be done to the Palestinian people, and when the Israeli government decides that it is time for her troops to withdraw from Arab territory. I thank you, mr. President.

Background: Following the mid-air hijacking of a Lebanese passenger aircraft, the United Nations Security Council unanimously passed a draft resolution condemning Israel's actions.
The Israeli representative defended his nation's actions and stated that it would continue "its struggle against Arab terrorism with determination and unswerving firmness."
The American Ambassador to the United Nations, Mr. John Scali, stated that because the resolution condemned a specific incident, it would serve as no comfort to anyone contemplating illegal acts of violence or terrorism. He explained his country's decision to vote against Israel as a continuation of the United States' efforts to extend the rule of law.
The draft resolution was sponsored by the United Kingdom and France.
Following the censure vote, lebanon's representative addressed the Council. He attacked Israeli policy, and called for Israel to withdraw troops from Arab territory.
