    INTRODUCTION: A former Army Commander, Gregorio Alvarez, has taken over as the new President of Uruguay, and has already announced that he intends to lead his country back to civilian rule.

    SYNOPSIS: Only eight years ago, Gregorio Alvarez and his troops seized the Congress building in Montevideo and dissolve parliament. And it was to the Congress building that he returned to make his first speech as head of state. The 55-year-old retired general was chosen by the country's highest-ranking military officers to succeed President Aparico Mendez whose term of office had ended. General Alvarez now has a mandate to lead the country towards the elections scheduled for three years time. Last November Uruguayans rejected by plebescite a move to give the military a more permanent role in the constitution.

    General Alvarez visited the Museum of Jose Artigas, a national hero, after his speech. He has said he intends to press ahead with plans to rehabilitate the country's two main political parties, the Colorado and Blanco parties.

    General Alvarez later returned to the government buildings to begin his work on the dialogue with the non-left wing political groupings. A new constitution is also being prepared to end up Uruguay's eight years of military rule.
