Teams from Algeria, Cameroon, Egypt, Senegal and Tunisia are also competing in Algiers in the men's section.
The nations play a round-robin tournament against each other with points being awarded for victories and tied games.
In Saturday's match, Ivory Coast had the best of the early play and raced to a 4-1 lead.
Their domination was short lived, however. Togo hit back and at one stage were leading 8-4.
The second half developed into a dour struggle as both teams fought for every ball. Although Ivory Coast piled on 10 goals in this period, Togo's eight on-target shots were enough to ensure their victory.
SYNOPSIS: The second African handball championships started in Algiers on Saturday. Teams from Tunisia, Egypt, Cameroon, Senegal, Togo, Ivory Coast and Algeria are competing in the men's section while sides from the Congo, Uganda and Nigeria are added to the same list in the women's section. The championships are based on a round-robin competition and they determine who will represent the African zone in the handball finals at the coming Montreal Olympics. The first match was played between Togo and the Ivory Coast national team.
The Ivory coast players settled down quickly and patiently built up their attacks. Togo defended solidly, but inevitably the gaps came.
Togo tried to hit back and scored an early goal.
But the opening half was dominated by the Ivory Coast team. They scored some spectacular individual goals like this one from Sodatonoui Birdan.
They raced to a 4-1 lead, but their early domination was short lived. Togo settled down in the second half and began to play as a team. They pressured their opponents relentlessly and built up an 8-4 lead with seven successive goals.
The game then began a dour struggle and although Ivory Coat scored 10 between this period and the end, Togo managed another eight to ensure their victory 16-14.
