The Palestine National Council meeting opened on Saturday (11 April) and continued through Monday (13 April). Before the session began Mr. Khaddoumi made it clear there was no question of the Palestinians changing their stand and recognising Israel. "We can never allow any party to interfere in our affairs, especially in two major matters: our non-recognition of Israel and our refusal to amend our national charter in any way", he said. The national charter calls for the dismantling of Israel.

Background: INTRODUCTION: The head of the political department of the Palestine Liberation Organisation (PLO), Mr. Parouk Khaddoumi, has condemned American policy in the Middle East. Speaking in Damascus on Sunday (12 April) at a meeting of the Palestine National Council (PNC), Mr. Khaddoumi said the United States had "adopted a hostile and offensive Khaddoumi said the United States had "adopted a hostile and offensive policy" with a view to expanding this influence and exploiting the resources of the region.
