    BEGIN: "It was not an act of (indistinct) retribution or retaliation, because they are absolutely impossible, when the blood of children was shed, but it was an act of defence, because those bands not only carried out that attack, but also promised to continue with such attacks in the future. I understand that the Security Council adopted today a resolution, but to us the main issue is, and we are going to discuss it in Washington as well, how to prevent those bands, which were driven out of southern Lebanon, from coming back to the bases, so they can again attack Israel and the citizens. That must not happen again. Thank you."



    The United States has given its support to the Security Council resolution to send troops to southern Lebanon. Israel, however, wants a combination of Israeli security forces, Lebanese Government troops and Lebanese Christian militia to maintain peace in the area.

    Background: Israeli Prime Minister Menachem Begin, in the United States for talks with President Carter, has said he is determined that Palestinian guerrillas will never again use southern Lebanon as a staging post for attacks on his country. Mr. Begin, who is due to meet the President on Tuesday (21 March) and Wednesday (22 March), told newsmen on his arrival at New York's Kennedy Airport on Sunday (19 March), that the question of how to prevent a return of the Palestine Liberation Organisation (PLO) to the area would be a major topic in the talks.

    SYNOPSIS: Mr. Begin was originally to have held talks with President Carter last week, but he delayed his trip because of the guerrilla attack on Israel.

    Accompanying Mr. Begin on his trip to the United States is Israeli Foreign Minister Moshe Dayan. Their arrival coincided with the decision of the United Nations Security Council to send an international peace-keeping force to southern Lebanon.

    The Unites States and Israel are at odds over the southern Lebanon issue, and before leaving Kennedy Airport Mr. Begin explained to newsmen why his government had decided to send in troops.
