    SIR DE VILLIERS GRAAF, THE LEADER OF THE UNITED PARTY, SAID IN HIS OPENING SPEECH THAT HE VISUALIZED AT THE END OF THE ROAD A PARLIAMENT GOVERNING THE WHOLE REPUBLIC OF SOUTH AFRICA, IN WHICH THE RACIAL GROUPS WOULD BE REPRESENTED AS GROUPS, WITH THE CAPE COLOURED ALLIED TO THE WHITES.

    LOUD CHEERING GREETED AN ANNOUNCEMENT BY SIR DE VILLIERS THAT HE HAD SIGNED AN ELECTION AGREEMENT WITH MR. H. A. FAGAN, THE LEADER OF THE NATIONAL UNION PARTY. THIS AGREEMENT WAS REACHED ONLY TWO HOURS BEFORE SIR DE VILLIERS WAS DUE TO MAKE HIS POLICY SPEECH.

    IN PRETORIA ON AUG 16, DR. VERWOERD, THE SOUTH AFRICAN PRIME MINISTER, OPENED THE FIRST NATIONALIST PARTY CONGRESS SINCE THE COUNTRY BECAME A REPUBLIC. A RECORD NUMBER OF DELEGATES HEARD DR. VERWOERD PROMISE TO SPEED UP THE POLICY OF SEPARATE DEVELOPMENT OF THE RACES WHEN HE IS RETURNED TO POWER IN THE COMING GENERAL ELECTION.

    POLITICAL OBSERVERS AND PUBLIC OPINION IN SOUTH AFRICA AGREE THAT THE NATIONALISTS SHOULD INCREASE THEIR ALREADY LARGE MAJORITY IN THE ELECTIONS.
