Background: Ambassadors and other representatives from 52 countries, representing almost half the world, recently (28 April) visited the Pakistani province of Baluchistan, centre of tribal warfare and a strong separatist movement since 1973.

Pakistan's Prime Minister, Zulfikar Ali Bhutto, the host of the international representatives, told them that the situation in the troubled province was controllable. The Pakistani leader told the representatives who gathered at Ziarat, an 8,000 foot mountain town in Baluchistan, that the real problems affecting the province were tribalism and feudalism. Leaders of Baluchistan's tribes also attended the meetings and held talks with the international leaders.

Baluchistan is the largest province of Pakistan and is reputedly of particular interest to the Soviet Union because of its coast on the Arabian sea. Only a week before the meeting of the international representatives, Pakistan's opposition parties rejected interim moves by Prime Minister Bhutto to try and solve some of the problems of the province.

Government troops have been patrolling the mountainous regions of Baluchistan for nearly 18 months, but sporadic fighting with tribesmen is still continuing. There are 400 tribes in the province, and among the most troublesome is supposed to be the Marri. However, there was no sign of this during the meeting. One young Marri leader even presented his coat to an admining Polish ambassador.
