Background: Complete results in the Sudan's general election show the Umma to be much he strongest party, though without a clear majority over the other parties combined.

Mr. Khali, Prime Minister, commented: "We shall go on with our coalition with the Popular Democratic Party and with the Southern Liberals.

When all 173 seats had been declared, the Umma had 73 assured members, the National Unity party 45, and the Popular Democratic Party 27. This left 28 elected members, mainly in the South, whose attitude remains in doubt. Thus when the house of representatives assembles to elect a Speaker, it is expected that the Umma-Popular Democratic coalition will control about 105 certain votes.

The Umma Party has retained those strongholds of the Mahdi's followers - the Ansari - from the White Nile west across the plains, the Kerdofan hills and Darfur to the frontier, and the tribal pockets of Dongola, Gedaref, aid Gash in the north and east.

Conservative in outlook, Umma turns its eyes westward for aid and Mr. Dulles for one should not be disappointed with the results, for if Umma had not been associated in the Government coalition with the People's Democratic Party - which has leanings toward Egypt - Sudan would have accepted the Eisenhower Middle East doctrine a year ago.

The People's Democratic Party did wall along the Nile north of Khartoum, and in Eastern Sudan. However, it was the rank and file not the leaders, who found success.

Meanwhile, Sudanese troops are on the alert along the Egypt-Sudan Border at Wadi Halfa.
