    Background: ON SUNDAY, THE CONGO PARLIAMENT GAVE AN OVERWHELMING VOTE OF APPROVAL TO THE NEW MILITARY-LED GOVERNMENT SET UP BY ARMY COMMANDER GENERAL MOBUTU. THE GENERAL AND OTHER LEADING ARMY OFFICERS WERE PRESENT IN PARLIAMENT AS A JOINT SESSION OF THE NATIONAL CONGRESS VOTED BY 256 TO NIL WITH TWO ABSTENTIONS TO APPROVE THE NEW GOVERNMENT. FOLLOWING THE VOTE, THE TWO ABSTENTIONS WERE ANNULLED AND THE PRESIDENT OF THE CHAMBER OF DEPUTIES PROCLAIMED A COMPLETELY UNANIMOUS VOTE.

    THE CABINET LIST CONTAINS A BALANCED DIVISION OF POWER BETWEEN SUPPORTERS OF FORMER PRESIDENT KASAVUBU - OUSTED BY GENERAL MOBUTU LAST THURSDAY -- AND THOSE OF HIS FORMER POLITICAL FOE, M. TSHOMBE. NINE MEMBERS COME FROM THE FRONT DEMOCRATIQUE CONGOLAISE (FDC) WHICH SUPPORTED FORMER PRESIDENT KASAVUBU, AND EIGHT BELONG TO M. MOISE TSHOMBE'S CONVENTION NATIONALE CONGOLAISE ALLIANCE (CONACO). THE NEW PRIME MINISTER, COLONEL MULAMBA HAS NO PARTY AFFILIATION.

    AT THE START OF THE PARLIAMENT SESSION, PRESIDENT MOBUTU TOLD MEMBERS THAT HE ACCEPTED THE MISSION TO LEAD THE COUNTRY WITH GREAT HUMILITY.

    THE FORMATION OF THE NEW GOVERNMENT ENDS A PERIOD OF INSTABILITY WHICH BEGAN WITH M. KASAVUBU'S DISMISSAL OF M. TSHOMBE AS PRIME MINISTER ON OCTOBER 13TH. THE PRESIDENT HAS ANNOUNCED THAT THERE WILL BE NO PRESIDENTIAL ELECTIONS NEXT YEAR, AND THAT THIS GOVERNMENT WILL RUN FOR FIVE YEARS. IT'S THE CONGO'S ELEVENTH ADMINISTRATION IN FIVE YEARS, AND THE FOURTH IN LESS THAN 18 MONTHS.

    EACH CONGO PROVINCE WAS ASKED TO NOMINATE CANDIDATES FOR THE 22-MEMBER GOVERNMENT. THE POST OF MINISTER OF INTERIOR HAS GONE TO A CONACO MAN - M. ETIENNE TSHISEKEDI OF SOUTH KASAI PROVINCE. UNDER NORMAL CONDITIONS THE POST IS A KEY ONE, BUT UNDER THE CURRENT MILITARY REGIME OBSERVERS FEEL ITS EXACT RESPONSIBILITIES MAY BE LESSENED. M. TSHOMBE HAS ANNOUNCED THAT HE HAS REFUSED A POST IN THE GOVERNMENT.
