    Background: General Gabriel Ramanantsoa, head of the military government in the Malagasy Republic, has been touring the nation prior to the referendum to be held on October 8th. In the referendum, people will vote on whether they approve of the plans of the present regime, which is asking for five years to put the country back in order.

    Observers expect the government to receive overwhelming support Even the extreme left-wing Monima Party - it's slogan: Madagascar for the Malagasies - has announced its backing of General Ramanantsoa's administration. The party leader, Mr Monja Jaona, said he is anxious to prevent the Social Democratic Party from regaining control. The Social Democrats are the party of the President, Philibert Tsiranana, who granted full executive powers to General Ramanantsoa in May.

    The May change of government followed wide-spread unrest, including strikes and student riots which led to deaths. Both morale and the economy of Madagascar have been low following a disastrous summer which badly affected the agricultural production vital to the island's prosperity.

    The decision to hold a referendum caused surprise when it was suddenly announced at the end of August, and it was accompanied by the equally-unexpected announcement that the voting age would be lowered from 21 to 18.
