Background: Mr. Mikojan, deputy Soviet Premier, paid an unexpected visit of 20 hours to East Berlin at the end of his German tour.
He arrived by air on Monday, called on Herr Grotewohl and Herr Ulbricht, and went into conference with members of the Politburo of the Socialist Unity Party until the late hours..The following morning he called on Herr Ebert, the East Berlin Burgomaster, and signed the golden book in the city hall and Herr Grotewohl held a reception in his honour.
A rally was held at which Mr. Mikoyan and Herr Ulbricht addressed Party workers.
Mr. Mikojan spoke chiefly about the conversations that he had in Western Germany. These, he said, had promoted understanding between the Soviet and West German points of view. The trade and consular agreements signed by him in Bonn would make possible a gradual relaxation in international tension.
He had warned the German leaders that the equipment of the Bundeswehr with atomic was one would create a dangerous situation and provide a fresh obstacles on the road to German unity.
