Background: The United States Secretary of State, Dr. Henry Kissinger arrived in Zaire on Wednesday (28 April). He will discuss the current crisis in southern Africa with President Mobutu Sese Seko. Dr. Kissinger was welcomed at Kinshasa airport by the Zaire State Commissioner for Foreign Affairs, Mr. Nguza Karl I Bond and the United States Ambassador, Mr. Deane Hilton.
Despite the enthusiastic reception he received in Lusaka, Zambia on Tuesday (27 April), news of the cancellation of his planned visit to Ghana has cast a slight pall over Dr. Kissinger's African tour.
The Secretary of State received the news of the cancellation from the U.S. Ambassador to Ghana, Mrs. Shirley Temple Black. She had been told the visit was off because of the illness of Ghanaian Head of State, Colonel Ignatius Acheampong.
According to Reuters the problem of how Dr. Kissinger will spend Thursday (29 April), the day he was scheduled to visit Ghana, has not yet been solved. But the likeliest solution is an extra day in Zaire.
Dr. Kissinger's tour is intended to increase co-operation between African nations and the United States. On Tuesday he announced that the United States would also be tripling its aid programme in central and southern Africa.
