Background: In India, over 500 Afghan refugees marched on the Soviet embassy in New Delhi on April 27 to protest against the Soviet presence in Afghanistan. The demonstration marked the fifth anniversary of the military coup which brought the pro-soviet regime of Mohammed Taraki to power in 1978. Taraki himself was overthrown by Soviet-backed Babrak Cormel in December 1980, when Soviet troops went out Afghanistan. The demonstrators carried banners, reading 'Save Afghanistan, Save India', shouted anti-Soviet and anti-Andropov slogans and burned a Soviet flag outside the embassy, which was heavily protected by a contingent of Delhi police. The rally ended peacefully. On the same day, a senior Kremlin official in Kabul said the Soviet Union believed the war against anti-government guerrillas in Afghanistan is entering a decisive phase. Sharaf Rashidov, a candidate member of the Politburo, told a political meeting in Kabul that the Soviet Union is confident of victory for the Afghan government. Rashidov, the Communist Party chief in Soviet Uzbekistan, was speaking at celebrations marking the fifth anniversary of Communist rule in Afghanistan. His comments were reported by the Soviet daily Pravda.
