"IN REGARD TO CESSATION OF HOSTILITIES, THE FEDERAL GOVERNMENT DELEGATION WILL BE PREPARED TO DISCUSS THE SUBJECT FULLY AT THE APPROPRIATE POINT IN THE AGREED AGENDA. "AS TO THE PRETENCE OF A UNILATERAL CEASEFIRE BY THE REBEL TROOPS, MR. OJUKWU'S STATEMENT CONFLICTS WITH THE POSITION IN THE FIELD. WE KNOW THAT MR.     CHIEF ANTHONY ENAHORO, LEADER OF THE NIGERIAN DELEGATION TO THE TALKS, SAID BEFORE LEAVING LAGOS YESTERDAY (SATURDAY) HE COULD NOT THINK OF ANY PEACE FORMULA ACCEPTABLE TO THE NATION WHICH DID NOT INVOLVE THE END OF SECESSION AND ACCEPTANCE OF A UNITED NIGERIA.

    BOTH SIDES HAVE AGREED TO THE AGENDA FOR THE TALKS -- THE THIRD EFFORT IN FOUR MONTHS AT REACHING PEACE IN THE 14-MONTH OLD CIVIL WAR. THEY WILL DISCUSS TERMS OF A PERMANENT SETTLEMENT OF THE CONFLICT, TERMS OF A CEASEFIRE AND RELIEF TO WAR RAVAGED AREAS.

    THE BIAFRAN DELEGATION IS BEING LED BY LIEUTENANT-COLONEL ??? OJUKWU WHO HAS ORDERED A UNILATERAL TRUCE WHILE THE PEACE CONFERENCE LASTS.

    COLONEL OJUKWU'S PRESENCE IN ADDIS ABABA WAS WELCOMED BY CHIEF ENAHORO.
