TRANSCRIPT: SEQ. 5: KISSINGER: "The trip that I have just completed was designed to explore the possibilities of another step towards peace in the Middle East. We exchanged views with Soviet leaders via Foreign Minister Gromyko about U.S.-Soviet relations and the Soviet role in Middle East negotiations...and to stay in close contact with our allies in Europe. We spoke about the prospects of peace in the Middle East, which is of great concern to them, as well as about problems of energy and other international affairs."



TRANSCRIPT: SEQ. 8: DINITZ: "We have indicated that we are prepared to withdraw, but of course we have indicated that we are not withdraw, but of course we have indicated that we are not prepared to do this unilaterally. And in that role we are going to leave some of the territories, provided the Arabs leave the belligerency. The reason we are there on these territories is not because one bright morning we have decided to augment our already existing desert with another desert. We went there because it was Arab belligerency and aggression. Now if we are to release some of the territory, as we are prepared to do, they have to release some of the reasons why we are there. Which means that simultaneously with the withdrawal of Israel there must be a political disavowing of belligerency on the part of Egypt.

Background: After a breakfast meeting in Paris with the French President, Valery Giscard d'Estaing, United States Secretary of State Henry Kissinger returned to Washington on Wednesday (19 February).

On his arrival Dr. Kissinger spoke to newsmen at Andrews Air Force base and said that he believed some progress had been made in establishing the framework for further negotiations in the Middle East.

He repeated that he plans to return to the Middle East in a few weeks to conduct the negotiations. The Secretary of State said he would be reporting immediately to President Gerald Ford, who warned last month that if this final negotiating effort by Dr. Kissinger last month that if this final negotiating effort by Dr. Kissinger failed, the only alternative would be a return to the Geneva conference on the Middle East.

Meanwhile in Chicago, the Israeli Ambassador to the United States, Simcha Dinitz, commented that Israel was prepared to withdraw from occupied territories, but that it would not do this without a political disavowal of belligerency on the part of Egypt.
