    CONSTITUTIONAL POWER WAS PASSED TO DUARTE FROM INTERIM PRESIDENT ALVARO MAGANA. AS CHIEF EXECUTIVE, PRESIDENT DUARTE IS EMPOWERED AS COMMANDER-IN-CHIEF OF THE ARMED FORCES.

    SOME FIFTY DELEGATIONS REPRESENTING NATIONS AND INTERNATIONAL ORGANIZATIONS WERE WELCOMED BY THE SALVADORAN GOVERNMENT. THE COUNTRY'S NEW DEMOCRACY BECAME A CAUSE FOR WORLDWIDE CELEBRATION.

    HIGH-LEVEL DELEGATIONS FROM ALL POINTS OF THE GLOBE PARTICIPATED IN A ROUND OF PRE-INAUGURATION RECEPTIONS AND CEREMONIES.

    FOREIGN MINISTERS OF THE "CONTADORA GROUP," NEIGHBOURING COUNTRIES SEEKING PEACE FOR THE REGION, AND SECRETARY OF STATE GEORGE SHULTZ OF THE UNITED STATES WERE WELCOMED BY SALVADORAN FOREIGN MINISTER FIDEL CHAVEZ MENA.     DUARTE: "We need to pay recognition to Salvadorans of yesterday and today, especially those who have suffered persecution, a deprivation of liberty, exile form their homeland, or the loss of their life -- to all of those, my profound respect. Particularly I wish to honour those who, in spite of the most adverse conditions, maintained their faith in democracy and who went out to vote in the three democratic elections which we have held in the decade of the eighties.
    For this reason, I am going to struggle openly and tirelessly to control abuse of authority and violence from both extremes. (APPLAUSE) I am going to struggle tirelessly to eradicate from our country the (APPLAUSE) "Death Squads" and all of the problems of injustice and extortion which are so apparent.
    I ask God to guide us and help us so that the people will understand us and have faith in us, and that the nations of the world will listen to the cry of this nation which is asking for peace.
    Forward Salvadorans!
    The future is ours!
