    Background: BACOLOD JAIL, PHILIPPINES

In the Philippines, six church community leaders who worked with the Australian priest Father Brian Gore have been moved from a rural police station to a city jail in Bacolod. Conditions in the jail were described by witnesses as "sub-human". The six men have been charged, along with Father Gore and two other priests, with complicity in the murder of a town mayor, and four of his associates, two years ago. All nine men have denied the charges.

The three priests have been put under house arrest since May 7, and bail hearings for the six church laymen are now being held. In the meantime they have been able to witness at first hand the conditions at the city jail, where they are as many as 36 men to a cell. Father Gore has declared that the government which claimed the churchmen were helping rebel forces, was intent on fabricating charges against them. Father Gore has worked among the poor of the Philippines for more than ten years. The head of the Roman Catholic church in the Philippines, Bishop Antonio Fortich, has been a vocal campaigner against alleged military abuses in the country.
