THE BARBED WIRE FENCE, PUT UP BY EAST GERMAN TROOPS THREE DAYS EARLIER TO STEM THE FLOW OF REFUGEES INTO WEST BERLIN, IS BEING REINFORCED WITH A SOLID WALL OF CONCRETE SLABS.

    EAST BERLIN CAN NOW BE ENTERED FROM WEST BERLIN BY ONLY ABOUT A DOZEN CHECKPOINTS. ACCESS IS FREE TO WEST BERLINERS AND FOREIGNERS ALIKE. BUT MOVEMENT OUT OF EAST BERLIN IS UNDER STRICT CONTROL. EAST GERMANS CAN CROSS ONLY WITH SPECIAL PASSES WHICH ARE DIFFICULT TO OBTAIN. AS A RESULT, THE REFUGEE STREAM IS DOWN TO A TRICKLE. AMONG EAST GERMANS REACHING WEST BERLIN ON AUG 17 WERE NINE MEN WHO DEFECTED FROM THE PEOPLE'S POLICE.

    THE EAST BERLIN SCENE IS MARKED BY EAST GERMANY'S ECONOMIC STRUGGLE. WAR-DAMAGED HOUSES ARE STILL MUCH IN EVIDENCE, AND EVEN THE MORE REPRESENTATIVE MAIN STREETS BEAR NO COMPARISON WITH THOSE IN THE WEST. MOST SHOPS CARRY POSTERS IN THEIR WINDOWS, WARNING AGAINST FOOD HOARDING. SOME FOOD STUFFS ARE RATIONED. IN ONE BUTCHER'S SHOP THERE WAS ONLY TINNED MEAT AND ALL OF ONE TYPE.

    RUSSIAN-BUILT TANKS, ARMOURED CARS AND TROOPS CARRIERS WERE ROLLING THROUGH THE STREETS, ON THEIR WAY TO REINFORCE TROOPS AT THE EAST-WEST BERLIN BORDER. THE TANKS CARRIED RED BANNERS AND WERE DECORATED WITH BUNCHES OF FLOWERS. PEOPLE WITH EXPRESSIONLESS FACES STOOD IN DOORWAYS, WATCHING THE HEAVY VEHICLES RUMBLE PAST.
