    Pakistan's chief martial law administrator, General zia-ul-Haq, has empowered all four martial law administrators in the provinces to detain any person under preventive detention law for an indefinite period. So far, General zia alone had exercised detaining power. He has also instructed schools, colleges and professional organisation not to hold elections for news officers. It is believed the ban will apply to trade union elections.

    Background: Begum Nusrat Bhutto, wife of former Pakistani Prime Minister Zulfikar Ali Bhutto, presided over an executive committee meeting of his Pakistan's Peoples Party in the capital, Islamabad, on Sunday (13 November). Mrs. Bhutto is the party's acting chairman while her husband remains in custody, charged with murder.

    SYNOPSIS: Newsmen were excluded as the meeting went into private session. Party supporters waited outside to hear the outcome.

    According to the Party secretary-general, Maulana Kausar Niazi, the meeting has been called to discuss a decision of Pakistan's Supreme Court dismissing Mrs. Bhutto's petition, in which she had challenged her husband's detention. Mr. Bhutto and 10 other party leaders were arrested under martial law regulations imposed by the military government which toppled Mr. Bhutto in a bloodless coup last July.

    The meetings was attended by those who had been former Cabinet Ministers under Mr. Bhutto, and other prominent members of the party. It coincided with another application in the Supreme Court for bail for Mr. Bhutto. The application was adjourned for a few days.
