    CHIEF: "WE ARE GOING TO EFFECT THAT BY SEEKING FOR TECHNICAL AND FINANCIAL AID FROM FRIENDLY COUNTRIES, LIKE BRITAIN, SOUTH AFRICA, WEST GERMANY, THE STATES, AND THE LIKE. WE'LL (INDISTINCT) SOUTH AFRICA AS A FRIENDLY COUNTRY AND A NEIGHBOURLY STATE. WE WILL EXTEND THE HAND OF FRIENDSHIP TO THEM. BUT THIS WILL BE ON AN EQUAL BASIS".
