    Background: The Dalai Lama - Tibet's exiled spiritual and temporal ruler - has been found a semi-permanent home at Dharamsala, a small Worth Indian holiday town in the Kangre hills.

    "Swarag Ashram" (Heavenly Abode) - is being connected to the town by a winding six-mile road built by local labour. Cement and building materials are all brought up by hand, but this is not quite the problem it may seem; the Himalaya Mountains and their foot-hills are the homeland of Sherpas, Ghurkas, and other tribes who perform great feats of physical endurance at high altitudes.

    "Heavenly Abode" presents no security problem; the road under construction will be the only link with Dharamsala, and infiltration would be readily noticed. In any case, there are military cantonments both in and around Dharamsala, and the area is full of troops.

    It is expected that the Dalai Lama will leave Mussoorie - his home since his flight from Tibet - on April 13 and will take up residence at Dharamsala on April 15.
