    TRANSCRIPT: SEQ. 4: REPORTER: "And what is you position now about the West Bank?"



    HUSSEIN: "Always the same thing"



    REPORTER: "What is it?"



    HUSSEIN: "The West Bank, Gaza and other Arab occupied territories must be returned to the people to decide their future on the conditions of proper freedom. Who will exercise that(indistinct) right of self-determination.



    REPORTER: "And you feel that you can go in the negotiations with Sadat and Begin, and maybe other decisions for the West Bank?"



    HUSSEIN: "No way".



    REPORTER: "If the PLO say you can, you may?"



    HUSSEIN: "I don't think it is at all possible. First of all it is very sad, but I believe that the United States, in particular, cannot be the judge and the jury and the...cannot be neutral. The United States already has committed itself militarily and materially to the camp, l and is the champion of Israel."

    Background: King Hussein of Jordan stopped off in Paris on Monday (10 September) on his return from the Non-Aligned Conference in Cuba. After talks with French President Valery Giscard D'Etaing, at the Elysee Palace king Hussein told reporters he did not plan to join Egypt and Israel in negotiations for Palestinian autonomy and a settlement of the Middle East conflict. He said he believed the problems should be dealt with in the United Nations with participation of all parties involved. King Hussein added he didn't think Egypt and Israel had accomplished anything since the peace treaty was signed.

    SYNOPSIS: King Hussein discussed the Middle East question with the French President during a lunchtime meeting at the Elysee Palace.

    France shares king Hussein's view that lasting peace in the Middle East will come only when Palestinians have full rights to self-determination.
