Background: Ghana's newly elected President Dr. Hilla Limann says his government will continue the "house cleaning" begun by the ruling Armed Forces Revolutionary Council. The Council seized power on the fourth of June in a military coup led by Flight Lieutenant Jerry Rawlings. Since then eight senior military officers have been executed, including three former Heads of State. Voter turnout for the July ninth presidential election was low and this was attributed to political tension following the recent coup.

SYNOPSIS: Just over thirty percent of the electorate turned out for the run-off election -- despite the fact that polling day was declared a public holiday and all bars were closed. Dr. Limann's opponent was Victor Owusu of the Popular Front party.

The highest turn-out was in rural areas, but turn-out was generally higher in the first Presidential ballot when eight other candidates were eliminated from the race. Flight Lieutenant Rawlings, chairman of the Revolutionary Council, has repeatedly pledged to return the country to civilian rule on October first. This was stated to occur on July first, but Mr. Rawlings postponed the civilian government so the Council could complete its "housing cleaning" operation. Ghana has been under military rule for nearly eight years.
