Background: Cubana hostile to Cuban leader Fidel Castro demonstrated outside his hotel in New York Sept 19 - on the eves of the opening of the UN General Assembly.
Police expecting demonstrations against Castro every day and night while he remains in New York were out in strength. Many of the Cubans in the demonstration were at the airport men Castro arrives the previous day but police used force against them to hold them back while pro-Castro Cubana hailed his with banners of greeting.
Americans too bore resentment over the Castro visit - Following the seizure of American holdings, including petrol and banking, in Cuba.
Castro himself retaliated in New York with similar feelings. At his hotel he complained of the immense police squads on guard and of extortionate hotel charges, laid his complaint with Mr. Hammarskoeld at the U.N. headquarters, then ordered his 40-strong entourage to move themselves and their luggage to another hotel in Harlem, the downtown Negro quarter, where he said he was in sympathy with the people there. 'They are poor.'
