Background: TWO NEW SOUTH AFRICAN BILLS -- CRACKING DOWN ON CRIMINALS AND KNOWN OR SUSPECTED COMMUNISTS -- WERE THE SUBJECT OF A DEMONSTRATION IN JOHANNESBURG YESTERDAY (THURSDAY).WOMEN OF THE BLACK SASH MOVEMENT PARADED IN PROTEST OUTSIDE THE UNIVERSITY OF WITWATERSRAND, WHERE A MEETING ON CIVIL LIBERTIES WAS BEING HELD.

THE WEATHER WAS BITTERLY COLD, AND ONLY A SMALL GROUP OF WOMEN TURNED UP TO PROTEST.THEY CARRIED PLACARDS DENOUNCING THE TWO BILLS AND THE MAN BEHIND THEM, THE MINISTER OF JUSTICE, MR.VORSTER.

THEY MAINTAINED AN HOUR-LONG VIGIL AS THE UNIVERSITY'S HUMAN RIGHTS SOCIETY HELD A MEETING CALLING FOR GREATER FREEDOM FOR THE INDIVIDUAL.THE MEETING COINCIDED WITH MAGNA CARTA DAY IN BRITAIN CELEBRATING THE 750TH ANNIVERSARY OF ENGLAND'S FIRST RECOGNISED CIVIL LIBERTIES DOCUMENT.

STUDENTS HANDED OUT PAMPHLETS AS PEOPLE ENTERED THE UNIVERSITY'S GREAT HALL.THE PACKED MEETING HEARD SPEECHES BY TWO LEADING PROFESSORS, MR.ROBERT BIRLEY, A FORMER HEADMASTER OF BRITAIN'S ETON COLLEGE, AND MR.G.H.L.LE MAY.PROFESSOR LE MAY SAID OF LAW IN SOUTH AFRICA TODAY: "IT MAY BE LAW, BUT IT'S NOT JUSTICE."
(THE TWO NEW BILLS, PUBLISHED ON JUNE 3, GIVE WIDE POWERS TO THE AUTHORITIES.THEY EXTEND FOR ANOTHER YEAR A LAW ALLOWING ANYONE CONVICTED OF SABOTAGE OR POLITICAL OFFENCES TO BE DETAINED AFTER THEIR SENTENCES HAVE BEEN COMPLETED.ONE ALSO PROHIBITS COMMUNISTS OR PEOPLE CONVICTED UNDER THE SUPPRESSION OF COMMUNISM ACT FROM HOLDING ANY LEGAL POST).
