    TRANSCRIPT: SEQ 9: MR. SMITH: "WE ARE BEING SUBJECTED TO WHAT I THINK I CAN CALL, WHAT IN MODERN TERMINOLOGY IS KNOWN AS 'COLD WAR' THIS OF COURSE IS A PSYCHOLOGICAL WAR. IT IS A PROCESS THAT HAS BEEN PRACTISED AND PERFECTED BY THE COMMUNISTS. IT IS AN INSIDIOUS PRACTICE WHEREBY THEY SIMPLY CAN AROUSE FEARS AND UNCERTAINTIES IN THE MINDS OF PEOPLE, SO THAT WITHOUT EVER HAVING TO FIGHT PHYSICALLY, WITHOUT EVER HAVING TO SHOOT A SINGLE SHOT, THEY ARE BALE TO ACHIEVE THEIR ENDS BY UNDERMINING THE MORALE OF PEOPLE, CREATING A STATE OF MIND AMONG PEOPLE WHERE THE PEOPLE EVENTUALLY BELIEVE THEY HAVE NO OPTION BUT TO CLIMB DOWN AND EVENTUALLY MOVE OUT." (APPLAUSE)



    "BECAUSE THERE HAS BEEN A LOT OF UNDERGROUND WORK, TRYING TO UNDERMINE THE WHOLE OPERATION, TRYING TO SUGGEST THAT IT IS NOW A USELESS OPERATION, AND OF COURSE TRYING TO GET CERTAIN PEOPLE TO BELIEVE THAT IF THEY VOTE 'YES' NEXT THURSDAY THEY WILL BE GIVING THE GOVERNMENT A MANDATE TO A UNILATERAL DECLARATION OF INDEPENDENCE. THIS IN SPITE OF THE FACT THAT I MADE IT VERY CLEAR FROM THE OUTSET THAT THIS WAS NOT THE CASE. I HAVE GIVEN REPEATED UNDERTAKINGS TO THIS COUNTRY, AND INDEED WHEN I INTRODUCED MY MOTION INTO PARLIAMENT. I AGAIN EMPHASISED THAT WE WOULD NOT INTERPRET A 'YES' VOTE ON THURSDAY, AS BEING A MANDATE FOR A UNILATERAL DECLARATION. (APPLAUSE)



    "WE DON'T HAVE TO DO THIS LADIES AND GENTLEMEN - THE LAST THING WE HAVE TO DO IS TO GET A MANDATE FORM THE PEOPLE. WE COULD DO THIS IF WE WISHED TONIGHT, OR TOMORROW MORNING. (APPLAUSE) AND IF WE BELIEVE THAT PARTICULARLY BECAUSE OF THIS IMMORAL BEHAVIOUR ON THE PART OF THE BRITISH GOVERNMENT THAT THIS WAS THE THING THAT WE SHOULD DO, WE WOULDN'T WORRY ABOUT THE REFERENDUM, LADIES AND GENTLEMEN, THERE WOULD BE NO NEED TO". (APPLAUSE)

    Background: MR. IAN SMITH, PRIME MINISTER OF SOUTHERN RHODESIA, VISITED HIS CONSTITUENCY AT GWANDA, NEAR BULAWAYO DURING THE WEEKEND. THERE HE ADDRESSED A LARGE CROWD AND SPOKE STRONGLY ON THE ISSUE OF INDEPENDENCE AND THE REFERENDUM BEING HELD NEXT THURSDAY.

    BEFORE THE MEETING HE ATTENDED A FUND RAISING FETE, AND MET SOME LOCAL SUPPORTERS. HE ALSO TRIED HIS HAND AT A RIFLE RANGE.

    DURING HIS SPEECH, MR. SMITH CLAIMED THAT RHODESIA WAS A VICTIM OF UNDERGROUND ACTIVITY AND A "COLD WAR." HE SAID:
