Background: Abu Iyad, a close aide to Palestinian Fatah leader Yasser Arafat, visited a Palestinian camp in North Yemen on October 24, and inspected some of the fighters who have been based there since their withdrawal from Lebanon in August 1982. Earlier the same day, Abu Iyad addressed a news conference in Sanaa in which he accused Syria and Libya of fomenting discord among Palestinian guerrillas in the Lebanese Bekaa Valley. He also commented on the bomb attacks on American and French peace-keeping force bases in Beirut the previous day, saying that American policy in the Middle East was responsible, and predicting further violence.
