RWANDA'S PRESIDENT GREGOIRE KAYIBANDA PLAYED HOST TO CONGO-KINSHASA'S PRESIDENT JOSEPH MOBUTU AND PRESIDENT MICHEL MICOMBERO OF BURUNDI.

    THE LEADERS ENGAGED IN THREE DAYS OF TALKS AT THE RAWANDA LAKESIDE RESORT OF GISENYI. HIGH ON THE AGENDA WERE RECOMMENDATIONS FROM AN EARLIER MEETING OF FOREIGN MINISTERS COVERING POSSIBLE LEGAL, HEALTH AND CULTURAL AGREEMENTS.

    OPENING THE SUMMIT, PRESIDENT KAYIBANDA SAID THAT HE CONSIDERED THE IMMEDIATE FORMATION OF AN ECONOMIC UNION WOULD BE PREMATURE. A NUMBER OF PRINCIPLES FIRST AND TO BE GUARANTEED -- INCLUDING THE PRESERVATION OF EACH COUNTRY'S INDEPENDENCE. HE DID, HOWEVER, SUGGEST THAT AN EARLY START COULD BE MADE ON CERTAIN CO-OPERATIVE PROJECTS.

    AFTER 30 HOURS OF TALKS, THE THREE LEADERS ISSUED A JOINT COMMUNIQUE STATING THAT THEIR COUNTRIES WOULD WAIT A YEAR BEFORE FORMING AN ECONOMIC UNION. THEY WILL MEET AGAIN FOR A FURTHER CONFERENCE BEFORE THE END OF 1970. IN THE MEANTIME, THEIR FOREIGN MINISTER HAVE BEEN INSTRUCTED TO DISCUSS PRACTICAL MEASURES AND PROJECTS INVOLVED IN THE PROPOSED UNION.

    THE PRESIDENTS ADDED THAT THEY WERE CONVINCED THAT THE FORMATION OF REGIONAL ECONOMIC GROUPS COULD HELP PROVIDE A BASIS FROM AFRICAN UNITY.
