    Background: SYNOPSIS: President Ferdinand Marcos of the Philippines was an early voter in a referendum on Thursday to decide whether or not the President's one-man rule should continue. Turnout among the twenty-seven million voters was high and as the first -- unofficial -- results came in it appeared President Marcos had been given an overwhelming mandate to continue in office.

    The President and his wife -- Imelda -- cast their votes near their palace. The President assumed sweeping powers when he declared martial law throughout the country twenty-nine months ago.
