    ANSWER: "WITH THE INCREASING SAVAGERY AND INJUSTICE OF THE WAR IN VIETNAM IT BECAME GRADUALLY MORE AND MORE EVIDENT THAT I MUST MAKE AN EFFECTIVE PROTEST AGAINST THE WAR...I TOOK PART IN SOME DEMONSTRATIONS OF PROTEST IN AMERICA, BUT REALISED I COULD NOT EFFECTIVELY PROTEST THE WAR AND STILL EXPECT TO HOLD MY JOB AS A TEACHER OR CONTINUE MY STUDIES FOR A DOCTORATE..IT IS A KNOWN FACT THAT MANY PEOPLE GET THEIR NAMES INTO THE FEDERAL BUREAU OF INVESTIGATION FILES BECAUSE OF MERELY DEMONSTRATING. SUCH DEMONSTRATIONS ATTRACT PHOTOGRAPHERS, SOME OF WHICH ARE WORKING FOR SECURITY AGENCIES. THIS FACT WAS REVEALED RECENTLY BY FRANK CORMIERE, A REPRESENTATIVE OF UNITED PRESS INTERNATIONAL...ALL THIS PROVES THAT THERE IS A CONSTANTLY GROWING THREAT OF RACISM IN PRESENT-DAY AMERICA AND EVERYONE MUST DO WHAT HE CAN TO STOP IT. SO THEREFORE I FELT THAT I HAD NO OTHER CHOICE BUT TO COME HERE TO THE SOVIET UNION AND SPEAK FREELY AND WITHOUT FEAR OF THE CONSEQUENCES."

HAROLD M. KOCH, 34, APPEARED ON SOVIET TELEVISION TO EXPLAIN HIS REASONS FOR CHOOSING TO LIVE IN THE USSR, A DECISION ANNOUNCED YESTERDAY BY SOVIET AUTHORITIES.

    MR. KOCH HAS SAID HE WAS A CATHOLIC PRIEST UNTIL HE RESIGNED IN 1963 AND LATER STUDIED AT THE SORBONE IN PARIS AND AT COLUMBIA UNIVERSITY IN NEW YORK.
