    Background: A new oil refinery on the outskirts of Freetown, the capital of Sierra Leone, was officially opened on Wednesday ( 6 May ).

    The 41-acre site at Kissy was made available by the Government in 1967. Owned and operated by the Sierra Leone Petroleum Refining Company Limited, the refinery is capable of processing en thousand barrels a day and 450 thousand tons of crude oil a year. It is considered a major contribution to sierra Leone's economic development programme.

    The Sierra Leone Government holds 50 per cent interest in the plant... the balance being shared by five major international oil companies. A comprehensive training programme has enabled the refinery to employ mainly local staff.

    After speeches by the General Manager, Mr. T.H.C. Phelps, and the Company Chairman, Doctor R.E.K. Taylor-Smith, the three million pounds (sterling)...(7 million 200 thousand dollars).... plant was declared officially opened by the Prime Minister of Sierra Leone, Doctor Siaka Stevens.

    Addressing the many guests, Dr. Stevens described the establishment and successful operation of the refinery as a "dream come true" and an outstanding achievement in international co-operation.

    To mark the opening Dr. Stevens unveiled a stone plinth bearing a commemorative plaque.

    In producing automotive, aviation, domestic and industrial fuels for local consumption, the refinery will reduce foreign exchange expenditure and assist the development of many young industries in Sierra Leone.
