    "The a??? in the Middle East is naturally one which continues to cause us considerable concern. The Security Council debate will be resumed shortly as you are fully aware; the exact date will soon be announced by the President.



    "I am in contact with the President of the Security Council in this matter and...or.. a date, the exact date, for the Council meeting will certainly be made known to you very soon.



    "I hope that this debate will help us to make; progress in our efforts to find ways and means to find a solution for this burning problem.



    "As I said before on several occasions, I am very willing to go to the Middle East if I felt that the situation was appropriate.



    "Turning to the situation in the sub-continent, I am happy to announce that the negotiations which the U.N. High Commissioner for Refugees has undertaken on my behalf for a limited repatriation of a limited number of Bengalis are at a very advanced stage.



    "Arrangements are being made for a first group of Bengalis to be repatriated tomorrow (Wednesday, 11 July). We hope that this repatriation of Bengalis will be followed by other operations including the return of a limited number of Pakistanis now in Bangla Desh.



    "I warmly welcome this development which may lead the way to the solution of the outstanding problems resulting from the 1971 war. Again it is only a beginning, but it is a hopeful sign of an improved situation in the sub-continent.



    "The situation in the Sudano-Sahalian countries remains critical despite the quick response of the international community. over 450,000 tons of food have been pledged from various sources and a considerable amount of seeds have been delivered to the affected areas.



    "Additionally, over seven million dollars has been pledged by governments in response to the FAO (United Nations Food and Agriculture Organisation) appeal and there has been important practical assistance given to the affected countries.



    "The crucial problem is that of transportation from the ports to the stricken areas. A number of governments have provided air transport and the FAO is making strenuous efforts to improve the situation."

    Background: Speaking at a press Lunch at the United Nations, the organisation's Secretary-General Dr. Kurt Waldheim, has commented on a number of the main issues new confronting the U.N.

    On the Middle East, he said that the situation was still causing considerable concern but the hoped that the forthcoming Security Council debate on the matter would help progress towards a solution.

    He also announced that a number of Bengalis would be repatriated on Wednesday (11 July) in a move following negotiations by the U.N. High Commissioner for Refugees. He hoped that this first repatriation would be followed by other operations including the return of some pakistanis now in Bangla Desh.

    On the drought now affecting Africa south of the Sahara, he said that the situation was still critical despite the quick response of the international community to requests for aid.

    Dr. Waldheim also commented on the position of South-West Africa and said that he did not think his contacts with South Africa over the matter were useless. But, he added, he was aware that the Organisation of African Unity, at its recent Addis Ababa summit, had come out against the renewal of contacts and the matter was up to the security council to decide.
