THERE WERE 23 SIGNATORIES IN LONDON, 22 IN MOSCOW AND 26 IN WASHINGTON TO A TREATY DESCRIBED BY INDIA'S ENVOY TO RUSSIA, MR TRILOKI NATH KAUL, AS "A HUMAN CHARTER OF HEALTH AND HAPPINESS."
    CANADA HEADED THE LIST OF COUNTRIES SIGNING IN LONDON. THE CEREMONY TOOK PLACE IN THE ORNATE AMBASSADORS' WAITING ROOM ON THE FIRST FLOOR OF THE FOREIGN OFFICE. IN LONDON THE OCCASION WAS PERHAPS LESS EXUBERANT THAN IN MOSCOW AND WASHINGTON WHERE THERE WERE SPEECHES AND TOASTS. THE VARIOUS HEADS OF MISSION IN LARGE BLACK CARS DROVE IN AND OUT OF THE FOREIGN OFFICE AT TEN-MINUTE INTERVALS, AFFORDING ENOUGH TIME FOR THE AMBASSADOR TO SIGN THE TREATY TWICE AND DRINK A GLASS OF CHAMPAGNE.

    MORE THEN 30 COUNTRIES HAVE NOW OFFICIALLY AGREED TO THE TREATY, AND MORE ARE EXPECTED TO SIGN TOMORROW . A NUMBER OF STATES - AMONG THEM FRANCE, CHINA AND ALBANIA - ARE REMAINING ALOOF. THE EXACT TOTAL IS HARD TO DETERMINE SINCE SOME STATES HAVE SIGNED IN ALL THREE CAPITALS, WHILE THE COMPLICATION OF NON-RECOGNITION HAS BEEN SOLVED BY THE EXISTENCE IN THE THREE CAPITALS OF IDENTICAL DOCUMENTS.
