Background: Egyptian Foreign Minister Ismail Fahmi held an unexpected second meeting in Paris with French President Valery Giscard d'Estaing on Friday (1 October) on the fast-developing situation in Lebanon. He was already at Orly airport about to board his plane home when he received a telephone call from the Elysee Palace. He immediately postponed his flight.

SYNOPSIS: Mr. Fahmi went to the Elysee Palace on Thursday night for his first meeting with President Giscard. He was delivering a special message to the French leader from Egypt's president Anwar Sadat on the civil war in Lebanon. France has traditional links with Lebanon and Syria, and President Giscard has in the past offered to send a peace-keeping force to Beirut. Mr. Fahmi's visit to the Elysee Palace came in the midst of active attempts by Egypt to take the initiative away from Syria in trying to bring pace to Lebanon. He spoke to newsmen after his first meeting with President Giscard.

In addition to his discussions with President Giscard, Mr. Fahmi also met for an hour with the French leader's chief aide, Jean Francois-Poncet.
