    Background: ON THE LAST DAY OF HIS 3-DAY VISIT TO LAGOS, SIR ALEC DOUGLAS-HOME ADDRESSED A JOINT SESSION OF THE NIGERIAN PARLIAMENT. HE WAS WELCOMED AND ESCORTED INTO THE HALL BY THE NIGERIAN PRIME MINISTER. THE PRESIDENT OF THE SENATE, CHIEF DENNIS OSADEBAY, DELIVERED THE ADDRESS OF WELCOME BEFORE SIR ALEC ADDRESSED THE MEMBERS.

    SIR ALEC ALSO VISITED BRITISH INFORMATION SERVICES, WHICH SHARE A MODERN BLOCK KNOWN AS 'KAJOLA HOUSE' WITH THE BRITISH HIGH COMMISSION. HE WAS WELCOMED BY THE DIRECTOR, MR. DAVID CONDON. AFTER A TOUR OF THE BUILDING, WHICH TOOK IN THE LIBRARY, SIR ALEC WENT BY CAR TO THE BRITISH HIGH COMMISSIONER'S RESIDENCE, WHERE HE SPOKE TO PRESSMEN.

    THE THEME OF SIR ALEC'S SPEECH TO PARLIAMENT, WAS THAT THE COLD WAR WAS ENDING BETWEEN EAST AND WEST, AND THAT THE COMMONWEALTH MUST BE KNIT CLOSELY, NOT ONLY INTERNALLY, BUT WITH THE NORTHERN HEMISPHERE COUNTRIES, WHICH WERE GROWING INCREASINGLY WEALTHIER. THE PRIME MINISTER CALLED FOR A COMBINED OPERATION TO COMBAT POVERTY, AND DECLARED: "ABOVE ALL OTHER ASSOCIATIONS THE COMMONWEALTH SHOULD BE FERTILE GROUND FOR THIS, THE GREATEST OF ECONOMIC, SOCIAL AND POLITICAL EXPERIMENTS".

    REFERRING TO RECENT MILITARY ASSISTANCE TO COMMONWEALTH COUNTRIES. SIR ALEC SAID. "WE MOVED, WHEN ASKED, WITH SWIFTNESS AND PRECISION TO THE HELP OF TANGANYIKA, UGANDA, KENYA AND CYPRUS. WHILE IN MALAYSIA, WE STAY AS LONG AS WE ARE NEEDED TO MAKE SURE THAT HER INDEPENDENCE IS NO CHALLENGED".
