Background: LEAD IN: In New York Tuesday, the United Nations Security Council met in an emergency session called by Egypt to consider the collapse of Monday's ceasefire resolution. Once again the resolution to end the resumption of hostilities was put forth jointly by the Soviet Union and the United States. The new document called on both sides to return to position held when the short-lived Monday truce went into effect. It also called on U.N. observers to oversee the ceasefire. After a clash between the Soviet and Chinese delegates over procedure, the Australian chairman called for a vote:
SYNOPSIS: CHAIRMAN: The Council will now proceed to vote on the draft resolution contained in documents S/11039. Will all those in favour please raise their hands.
Those against...abstentions...the result of the voting is as follows: 14 in favour, against none, abstentions none, one member did not participate in the vote. Accordingly, the draft resolution is adopted.
