PRAKASH: "You said some time ago that inter-travel relations would be re-cast. What does that mean on that front?"
KISHTMAND: "First of all we should say that we have a concrete, a principled policy for solving the problems of the questions of regionalities, and tribes and so on. Let us say we're working for this, there's no confrontation, there's no big difficulty, in this case, because the people from any of these, whether they belong to any nationality, or any tribe in Afghanistan, they know very well that it is the aim of the party, it is one of its important goals to achieve the settlement, of solving this problem."

Background: KABUL, AFGHANISTAN

In Kabul, armed soldiers kept watch as thousands of Afghan Moslems took to the streets to celebrate the Id al-Fitr, the festival which immediately follows the fasting month of Ramadan (June 23 - July 23, 1982). The traditional religious message delivered at the Pul e-Kishti mosque was followed by a government message of good wishes to the Afghan people. The city was in a festive mood despite recent reports of renewed rebel attacks in and around Kabul. Western diplomatic sources say the rebels have been forced out of Pagman, 15 kilometres (9 miles) northwest of the city, by Soviet-backed Afghan troops. Government forces have also established themselves of Rokha and Anwara, in the strategic Panjsher Valley. Commenting on the situation, Afghan Prime Minister Sultan Ali Kishtmand said on July 13 that the government was working towards the unification of afghanistan tribes and provinces.
