ELAZAR: "The reason for the attack was the intensification of terrorist activity in Europe and other places.

During the last month actually I have to mention that most of these terrorist acts failed, but we have to fight against the phenomenon of terrorist activity against the Israeli targets. Lebanon and its capital is one of the few places in the world where terrorists of different nationalities are able to train their people, to have their bases, their commands and completely freedom of preparing the terrorist activities.

The three leaders I mentioned before were Abu Youssef, one of the top leaders of Fatah, Kamal Adwan, who had to be regarded as the man responsible for their activity inside our country, and Kamal Nasser, also one of the main leaders of the terrorist organisation."

Background: The Israeli commando raid on Lebanon on Monday(9 April) was in response to "intensified" terrorism against Israeli targets in Europe and other places, Israel's Army Chief of Staff said on Tuesday(10 April).

Lieutenant-General David Elazar told a press conference that the major target of the raid in which three top guerrilla leaders were killed -- Beirut -- was one of the few places in the world where guerrillas could train and prepare their activities freely.

The commando raid by Israeli soldiers, was in keeping with their policy of striking guerrillas wherever they were found, he said.

He said the raid was only 'partly' reprisal for Monday's attack on an Israeli jetliner and the Israeli ambassador in Cyprus.

A transcript of Lieutenant-General Elazar's statement about reasons for the raid and his naming of the three leaders killed, follows:
