    Background: AT THE RESUMPTION OF THE 17-NATION DISARMAMENT CONFERENCE IN GENEVA TODAY (TUESDAY) AFTER SIX WEEKS, THE SOVIET UNION AGREED FOR THE FIRST TIME TO TAKE PART IN A WORKING GROUP ON THE ELIMINATION OF NUCLEAR MISSILES.

    MR. ZORIN, SOVIET DELEGATE, SAID RUSSIA WAS PREPARED TO JOIN A WORKING GROUP PROVIDED A RUSSIAN PROPOSAL FOR A "NUCLEAR UMBRELLA" WAS APPROVED AS A WORKING BASIS.

    THIS SHOULD BE IN THE FORM SUGGESTED BY INDIA ON MARCH 26 - THAT THE CONFERENCE SHOULD ACCEPT "IN PRINCIPLE" SUBSTANTIAL ARMS REDUCTIONS IN THE FIRST STAGES OF DISARMAMENT BUT THAT A STRICTLY LIMITED NUMBER OF NUCLEAR MISSILES SHOULD BE RETAINED BY RUSSIA AND AMERICA ON THEIR OWN SOIL UNTIL THE END OF THE PROCESS.

    MR. FOSTER OF AMERICA AND MR. ZORIN -- THE CONFERENCE CO-CHAIRMAN -- MET TODAY TO DISCUSS THE FUTURE WORK OF THE CONFERENCE. LATER MR. FOSTER SAID THE UNITED STATES WILL PROPOSED VERIFICATION PLANS DURING THIS SESSION WHICH CONFINE INSPECTION ENTIRELY TO THE OBJECTS OR PLANTS UNDER SCRUTINY.

    AMERICA INSISTS THAT THERE CAN BE NO REAL DISARMAMENT WITHOUT VERIFICATION THAT THE OTHER SIDE IS KEEPING THE RULES. EASTERN EUROPEAN COUNTRIES FEAR THAT INSPECTION WOULD ONLY BE A COVER FOR ESPIONAGE.
