Background: Planews filmed June 11 Britain's Selwyn Lloyd arriving for a meeting of the three western Foreign Ministers, and America's Christian Herter leaving for his afternoon meeting with Russia's Gromyko. Secretary of State Herter was later filmed leaving Gromyko's residence, where the meeting was held.
The meetings followed the announcement June 10, of the Soviet proposals for the ending of Western occupation rights in Berlin after one year. The proposals were regarded by the West as a threat, and were reported to have brought the Conference to the brink of failure.
Herter's meeting with Gromyko was to inform him of the serious view the Western Ministers took of developments at the Conference in the past few days. It was announced afterwards that an adjournment of the Conference was not discussed, and that while the next few days were critical the Conference would continue on a day to day basis. The plenary session arranged for June 12 was still to take place.
