    Background: Chinese Premier, Hua Guofeng, has confirmed that he will step down form the post on Sunday (7 September) and has introduced his successor, Vice Premier, Zhao Ziyang, to the visiting Japanese Foreign Minister, Masayoshi Ito. Mr Hua is expected to formally resign in a speech to the current session of the National People's Congress.

    SYNOPSIS: Mr Ito, who's currently on a goodwill visit to Peking, was speaking to Premier Hua and his successor at a luncheon in the People's Great Hall in Peking. This followed 90 minutes of official talks between the Japanese Foreign Minister and Mr. Hua. Mr Ito said that Mr Hua referred to his successor as a man of ability in party politics and in military matters.

    He added that Vice Premier Zhao had managed Sichuan Province capably for four years as its party chief and had this year proven his ability in Peking. Mr Zhao himself, assured Mr. Ito that there would be no changes in China's policy towards Japan and welcomed an invitation to visit there.
