    TRANSCRIPT: SEQ 1: GENERAL GUR: "From the atmosphere along the border and all the other problems we will deal with when they are over. And I don't have any doubt that talking about any foreseeable future we have enough resources to prepare ourselves in such a way that we will be able to achieve our national goals, and to supply the military forces with anything they think is really necessary in the category of musts for the future. War can be decided by very few people from one day to another, especially with countries like the Arab countries in which decisions are being made by very few people. It is very risky to try and anticipate what they will do and what they will decide. And not too much risks to take. Risks can be taken on the political level only when you are safe and sure about your capability in defence."

    Background: INTRODUCTION: The Israeli Chief of Staff, General Mordechai Gur, said on Thursday (27 January) that Israel was seriously concerned over troop movements in southern Lebanon, and had approached Syria to withdraw its forces from the town of Nabatiyeh. General Gur was addressing a meeting of delegates from the Israel Bonds fund-raising organisation in Tel Aviv.

    SYNOPSIS: After the meeting in Tel Aviv, the members of the fund-raising organisation travelled to the Israeli-Lebanon border area for a tour of inspection. The Israeli Government has been worried by reports that Syrian forces had taken over the town of Nabatiyeh, only 11 kilometres (7 miles) from the Israeli border.

    The Syrians are reported to have moved into southern Lebanon to collect heavy weapons from Lebanese leftists and Palestinians in the area. Villagers in northern Israel have said heavy machine guns and light artillery could be heard just across the border.

    Israel has asked Syria through the United States to withdraw its forces from the sensitive border area, saying the troops' southward advance was bringing them close to what Israel regarded as dangerous limits.
