    Background: INTRODUCTION: A former Prime Minister of Iran under the Shah's regime held a news conference in Paris on Friday (6 February), at which he proposed the establishment of a national reconciliation government of iran. Doctor Ali Amini offered himself as a rallying point for nationalists both inside and outside the country who oppose the present Iranian regime. He said such a government would unite the various factions and prevent Communist groups from capitalising on present unrest in the country.

    SYNOPSIS: The French-educated former leader called the news conference to announce his proposal and read a telegram he had sent to the U.S. President Ronald Reagan after his inauguration.

    Dr. Amini congratulated the President, then asked him not to judge the Iranian nation as a whole for what he called the despicable act perpetrated by a small group of terrorists and extremists who have usurped power in Iran. He put Iran's problems firmly on the doorstep of the Ayatollah Khomeini and his followers. He said it was the Ayatollah's alleged attempt to export the revolution that created the Gulf war with Iraq, and created concern among other Moslem nations.

    The disdain the Ayatollah and his disciples showed for international codes of conduct had damaged Iran's good relations with other countries as well, he said. Nor has the new constitution and the election of a President and Islamic parliament helped to stabilise the situation and resolve the internal power struggle.

    This, and the war with Iraq, have helped paralyse still further the country's business markets. With liberties curtailed, justice abused, and no coherent economic policy, the different levels of society are becoming more discontent, he said. The confrontations between disputing factions are on the increase, and a government of national reconciliation, with support from exiles and people inside the country, should be formed before the Communists take control by force. At 76, Dr. Amini said he had no political ambitions, but only wanted to see his country regain its place in the family of nations.
